Shenzhen Municipal Government has designated "Building up a city by culture" as its development strategy, aiming at constructing a city of libraries which means to make a library network without any borders, to provide fully functioning, fast and convenient library services to the public, and thus fulfill the cultural rights of the general public.

Through integrating the service systems and material resources of the citywide public libraries, we provide to the general public with library unified services, including unified library card, unified service regulations and shared material resources, etc.

With a single library card belongs to the "city of library" system, readers can enjoy various kinds of library services such as reading, loan services, searching digital resources through the public libraries and 24-hour Urban Neighborhood Self-service Libraries which has joined in the Unified Service Platform.

If you have already had a certain public library card, you can replace it to a library card of "city of libraries" system, and then you can enjoy the unified services of the whole city's public libraries. Due to the different time schedule for implementing the Unified Service of each district's public libraries, if you have any question you can feel free to consult the library from which you applied for your library card about the timing of implementing the Unified Service and the notification of replacing the library card.

Up to now, the scale of Unified Service has expanded to 32 public libraries and 140 Self-service Libraries throughout the city, including Shenzhen Library, and other public libraries within the Longgang district, new Pingshan district, Yantian district and Luohu district areas. Shenzhen Science & Technology Library and Baoan district libraries are ready to join, the mergence work among Futian district and Nanshan district will proceed in near future.
